Past performance

Built on the reservation.

MCS's construction roots are in housing built and restored on tribal lands: new homes on the MOWA reservation delivered through subcontractor teams, and the rehabilitation of tribal member homes under a federal- and state-funded housing program. MCS also owns and manages commercial and industrial property in Mount Vernon, including warehouse and yard facilities under long-term lease.

Sole-source without the cap.

Because MCS is owned by an Indian tribe as defined in 13 CFR 124.3, agencies may award sole-source 8(a) contracts to MCS above the competitive thresholds that apply to individually owned 8(a) firms (13 CFR 124.506(b); FAR 19.805-1).

  1. Any dollar value, with a written justification above $30 million for civilian agencies (FAR 6.303-1). DoD follows its own current procedures.
  2. Awards count toward agency small business and socioeconomic goals.
  3. Requirement to contract in weeks, not months: no source selection, no protest window on the set-aside decision.

MCS was formed in 2010 to create economic opportunity for tribal members and to return its earnings to the tribe's housing, education, and economic-development programs. When you contract with MCS, the mission is built in.
